Possible Early Frostbite?

Hello. I have a hen with swelling at the ankles and a little at the knees. It has been cold up here for last few days with temps. as low as 12°F. I noticed the swelling on Thursday, and was called out today to take another look. The swelling was worse today. I have ruled out bumble foot, infection, and diseases. She is not behaving abnormally and is walking normally. I am not used to the cold weather up here as my main flock is in Texas, so is this possibly early frostbite? Also I just heard that it is possible that this happened to this hen last year, so it could be a normal genetic problem.

Frostbite often forms on the comb as well, so if she doesn't have any on her comb then it might not be that. Still, there is a chance...
Could it be a genetic defect?
