Look at the breast feathers, if the lower edges are light colored it is a hen. If they are dark colored or black, it is a tom.

This only works with if it is the adult feathers. If they are juvenile feathers, the breast feathers of both sexes will have light colored edges.

You photo does not show me enough to guess as it looks to be getting adult feathers but is only showing the traits of a hen. Toms that are old enough to be sexed from photos will have much bigger caruncles.
