post office insurance claims

Hi, hoping someone can help me. I received an shipment of guineas and peachicks earlier this summer upon inspection with a post office employee we found several of the chicks dead. since the birds were shipped insured I filed a claim which has now been denied. Has anyone ever had this happen to them? Does anyone know if I have any recource as far as appealing. Thank You in advance
