You mean the post-WW1 recession? Or maybe the Depression of 1920? The government was scrambling for solutions to the problems created by the rising unemployment rate post-war and hoping to minimize the strain placed on already strained social programs. Encouraging self-sufficiency and resourcefulness of citizens took priority over animal welfare.

Social reform started as early as the 1880's and 90's in this country. Individual states adopted programs to aid the poor and disabled in the 1900's. Teddy Roosevelt ran on a platform of "New Nationalism" that called for social insurance for the poor and unemployed. By the mid-twenties most every state had adopted some form of assistance program for women and children.

Before enacting Social Security of 1935, FDR signed the Federal Relief Act in 1933 to give millions in federal money to states whose public assistance funds has been depleated. Sure, much of that need was created by the Great Depression, but the programs had been in existence for years prior. The history of social reform in this country goes back longer than some realize and pre-dates the modern welfare system.

The state IS the local level, and as you so rightly pointed out, it was in the 1920s that they really got serious about giving up their rights, authority and responsibility to the federal govt. In return states receive bogus handouts and re-distribution of wealth that has grown into the huge farce that exists today; which is known as "govt" in general, by a dumbed down populace that knows no better. And the liberal socialist powers continue to dominate the minds through "public" education to ensure that the truth is further removed, clouded or denounced until as of now, few know what the truth really is, or what the REAL history of the founding of this nation was all about.
 
Perhaps - however, the initial visual intent presented itself an easy thing to do - as easy as brushing your teeth LOL!

I believe the visual intent was to show that every person's yard should have a few chickens running around in it. It's a picture illustrating the concept of what the govt wanted folks to do. And after all, it IS an easy thing to do. You can make folding a piece of paper as complicated as you'd like. Hell, the fed made a toilet seat cost $600.00. How complex is a toilet seat after all? It doesn't even have moving parts (the seat itself - excluding the mounting hinges).
 
Lets put this in period correct context we were involved in a World War, food rations and conservation were the buzz word of they day... Most of Europe was starving due to farm land becoming battle fields and A LOT of the US food reserves were being shipped overseas to keep people alive and avoid famine... There was a big push at the time for Americans to alter their diets, consume less and conserve as much food as possible for the Wartime effort... Feeding your chicken garbage and leftovers is exactly what they were promoting at the time as a way to eliminate waste further... Right or wrong in your eyes the welfare of the chickens took a backseat to feeding hungry people at that time...

In 1918, kitchen scraps were fed to chickens, pigs and other livestock. You have to remember in 1918 people weren't eating processed junk food, so how do you relate them feeding kitchen and garden scraps to feeding them crap?

. From WWs to animal rights!

I downloaded some old 1912 books that were amazingly detailed about the care of chickens so their welfare was very detailed even back then if one educated oneself before possessing a flock. Apparently in those days it WAS possible to educate oneself w/o govt assistance in preparing a very adequate-to-outstanding housing structure for chickens BEFORE getting chicks. Apparently chicken math was a problem then as much as it is today. We prepared 6 months in advance with housing and researching the care of chickens and still we were hopelessly and inadequately prepared after acquiring our first 2 pet Silkies LOL! Chickens - such endearing lively independently unique creatures!
