It looks like a rooster, BUT it also depends how old it is and what breed it is. I understand its a mutt but what is it a mix of.

12 weeks old, has been cock a doodling for a few weeks now.. and i asked my chicken lady what the mutts were/could be.. and she said "the whites are most likely the cochins which are 4 different colors but might be the light brahmas, those are the breeds I have with feathered legs. one last type in her chickens are the brahmas- so lots of choices

Deffinitly a Roo with being 12 weeks and the big and red of a comb.
