Take pictures. When you call the authorities, take the name of the person you spoke to and find out what their title is. Keep notes, record the dates. After a month or so if nothing happens, contact your local news station and report what's going on. Have good, clear photos, taken with your phone held sideways, and short videos taken close up. This is great advice.

Animal abuse/neglect is a crime, and animals cannot advocate for themselves to stop the suffering.
 
I wonder if the local Humane Society might take an interest?
Humane Society would be my first port of call, then follow up with local police. Frankly, the Humane Society will likely care a bit more because that is their primary focus.

One thing to note: like with calling any service, there is a chance that they will investigate and do nothing. I've experienced this with both animal control and child protective services (I'm a teacher, so I've had to make a few of these calls). It can be demoralizing and make you feel a bit helpless. You have to take a breath. Sometimes you don't totally know what the outcome is, because some of that is confidential.

If there are other neighbors who would be willing to call, that would increase the urgency.
