Is it better to stake down 2ft wide hardware cloth? Or burry the hardware cloth into the ground?

If your coop and run are in a perminent position i would bury the HC down in the ground one foot and out 1 foot, like a L shape.
If your coop and run are movable and you plan to rotate location to fresh ground, then use the laying on top method.

Both methods work but an apron is much easier.

We made a trench and put concrete blocks in the ground as our foundation. Then bolted 2x4s to the blocks to build on. We attached a 2 foot hardware cloth apron into that to surround the outside of the coop.

If you have rats, burying it is better....they may well go under a ground level apron.
