Prolapsed / gangrenous penis in drake

My poor Drake Bitsy has just been plagued with penis problems. My theory is that is primarily due to overexertion and, for whatever reason, he doesn't care to swim, so I don't think he's ever really adequately cleaning himself. Right now, there's about an inch or so of his penis that is gangrenous. I saw a video of a veterinarian who just snipped it right off. Has anyone had experience and does this before? I don't want to hurt him, but it's pretty gnarly and I don't want it to spread, and I really don't want to spend $200 for the vet to do something I could do just as well.

Mine eventually dried up and fell off on its own, no vet. He did have access to a cement mixing tray to 'swim'. Unsure if it affected fertility since I ended up selling him in winter, but he returned to his randy self. (I read somewhere a healed prolapse could be too short for insemination.)

I don't know if it was gangreneous but it was strawberry red and swollen.
