Prolapsed vent? Young production type pullet...

She has a pasty whitish-gray diarrhea, which is covering her butt kinda like pasty butt in chicks, but she is fully feathered and is at least 6 months old. The diarrhea is not dried, and liquid seems to be oozing out of her vent at all times. We're washing it off as we speak. Her vent is a bit protruded, and her skin is loose under her feathers, dehydration? Any ideas? She has never layed an egg...

Keep her isolated in a dimly lit area. If you're cleaning her as well, be sure if she is in a drafty location to get her completely dry after each soak. A red heat lamp kept at a reasonable distance may be helpful.
