I just had a quail drink water and he is repeatedly opening its mouth and what it seems like is saliva coming out its mouth what could be wrong with it

He seems like its choking. Can't you just let them drink on their own? I bet they can manage to drink on their own right?

Was it drinking on it's own.....or did you 'help' it?
It could have aspirated the water it was drinking.
Is it OK now?

Probably just an overenthusiastic water slurper. Keep an eye out for more indications that there is a crop problem.
