A female shouldn't have anywhere near that comb and wattles development until she's almost double that age.

Every now and then a bird will surprise you though. If you don't mind it in your flock I'd just hang on to it until it crows. When they start- it doesn't sound like a crow, in fact it sounds more like a pathetic dying animal. You have a few months before anyone will recognize it to rehome him.

I will wait it out just in case. No dying noises as of yet lol guess we will just have to give it time
 
I have a Buff Rock rooster and he barely ever crows. He only crows in the morning to be let out of the coop. A lot of time when he tries to crow it definitely sounds pathetic, and hard to distinguish from the chickens.
