Our EE boys started growing combs pretty early ... You didn't say how old this bird is, but it looks pretty feathered to me, and I'd think there would be more comb if it were a he. So I vote for "she".

Easter egger or ameraucana (almost the same) for sure. She's very pretty. I'd bet its a pullet with that tiny comb.
