Pullet dry vent

So I sold 2 8 month old Easter eggers. The one girl is laying, but the other isn't and won't go outside. I think she's low hen on the totem pole which is why she's hiding. However the woman insists that something is wrong because her vent is dry. I don't look at my chickens butts therefore I have no clue as to why or if its normal. She was perfectly healthy when I sold her. I'm not sure if she was laying yet though since I have 8 blue egg layers. I did inform her that chickens will stop laying when stressed.

Any ideas?
