pullet mating another pullet

i have a pullet mating with another pullet.they are the same age.is this normal.and no i have no roosters.

Yup. Normal! It is a dominance thing, and I believe it is part of their social structure. Not all hens will do that...I have noticed just the most dominant ones. They will even do it in front of a roo!
