If that’s the case, then they should both be pullets, right? Neither has the white head spot. Yes, except for the larger tail & comb, coloring & everything is the same. Can one develop faster if it eats more than the other?

Yup, both pullets.

Sometimes birds develop faster than others, but it all varies.
