Pullet or Cockerel?

Hi fellow Chicken-heads!

Can you all shed some light on the sex of this Black Australorp? It gives me Roo vibes, but only cause it hasn't feathered and it stands super tall most of the time, and I am neeeewwwww lol. It has really minimal comb and wattle development, and it's feathers aren't developed enough to look for saddle feathers yet. And, can anyone tell why its feathers haven't fully developed yet? It is around 7 weeks old. It had one eye stye early on from getting scratched by another chick, but treated it quickly with terramycin. The skin around both eyes do seem to be a bit red and maybe inflamed, but they have looked like that for weeks now without any further change to the look around the eyes, nor its behavior or diet.

I'm seeing a bit of a red patch under the neck in the second picture. I thought it was wattles at first, but after a closer look it seems to be a bare batch where feathers haven't come in yet. Unless those neck/hackle feathers come in thin and wispy I'll vote pullet
 
Thank you all for your thoughts! I will continue to hope for a pullet as it ages! I will post updates!
