Pullet or Roo

So sure the little grey one was a roo. Comb turned pink early (I put a 2nd picture with a front view so you can see the comb). But at 13 weeks this bird is much smaller than the obvious males next to it - the comb is also much smaller. Could it actually be a pullet or just a slow developing roo? These are whiting true blues so they have a peacomb. Thanks!

Pullet. A roo would start showing true sex signs before 13 weeks such as spur buds, and wattling (as per the breed std) It would be very vocal, too, and you don't mention anything like that.
 
I am going to lean towards it being a pullet. While the comb and wattles are much smaller and less red than a typical cockerel's at this age, the thick legs and flecks of red feathers in the wing bows are suspicious. It is either a slow-growing male or a pullet.
