Pullet or Roo

I have a Rhode Island Red that I think may be a roo- he/she is getting colored (green) tail feathers and is a good 2 inches taller and larger than my others (Isa Browns). Very red comb and wattles are getting larger more quickly than my others. He/she has not started crowing yet.....they are all 13 weeks old, but this one seems to be a bit of a bully to the others....jumps at them, not on top of them. They were all supposed to be pullets....could this be a roo??
 
Maybe you should have posted this in the "What Breed or Gender Is This?" section but I'll help you out anyway. Pictures would help A LOT.
 
At the top of the reply box you can see all the tabs such as "Source" "Normal" and "Size". On the right there are icons. You will see a picture, video, paperclip, calender, ???, smiley face, quotations, and a quote bubble. Click the picture icon and click on "Upload Files."
 
By what you've described, it sounds like it could be a rooster. But pictures would help a lot.
