Pullet or rooster?

I can't seem to determine if this EE is a rooster or hen. Its about 18 weeks old.

I don't see a big comb. At 18 weeks you should of noticed a comb before now. Our Cockerel showed signs of a comb over a month ago. He will be 14 weeks on Saturday.
