Pullet with a curved tail? (pics)

Is this 6.5 week old EE a pullet or Cockerel? small fleshy comb, but curved tail? Can a pullet have a curved tail, or is this a sure sign of a rooster?

(some may have seen these pics already, trying under different title to get more specific responses)

All of the tail feathers are not in yet, looks like a pullet.

It's most likely a pullet but EEs cockerels do pretend to be pullets sometimes. However, the older birds know. If you have a breeding pen you could put it in there and see if the rooster or hens come over to put it in it's place. Just be ready to pull it out quickly because if the rooster considers it a threat he might try to kill it.
