Pullet with crooked toes

So I recently purchased some Korean ogye pullets and I noticed one of them has two toes with a small crookedness to them.( They are at a weird angle where they are pretty much sideways) I am wondering if this is a genetic thing or an environment thing? The breeder did say she raised them on wire if that helps.

It can be genetic or environmental. Given that birds raised on wire have a noticeably higher rate of crooked toes, I'd say that it's the latter in this case.
