hi I bought pullets, they are approx. 2 months old, I was wondering if I could give them scratch ex: watermelon, fruits, herbs, leftovers etc... is there an age to start giving treats

You can give them treats but keep it to a bare minimum. Chickens are excellent trainers of humans and they will have you feeding them nothing but treats in short order. They need a balanced complete diet. I will toss out several large handfuls of Flock Raiser and they go just as nuts over that as they do a handful of scratch.
Its generally safe to start with some treats after 6 weeks of age. Keep it down to very small amounts so they continue to eat hardy on their chick starter. Add some grit to their diet so they can grind down other food stuffs that aren't water soluble. Parakeet sand is perfect to use. Sprinkle the food with the sand as if you were using powdered sugar on something. As they age you can leave more sand and grit out. Babies can get confused and gorge on sand.
