Purring Pullet?!

My young Pullet (Who hasn't started to lay yet,) Has started making an odd purring noise! Is it abnormal?! Or is it just a quirk??

She's around 16-17 Weeks and she squats in my mums flowerbowls sometimes... (Which really annoys my mum..) But her Comb and wattles are taking their time to grow..
