I would like to know if I can put quail in this?

probably depends on what kind of quail. buttons the entire cage would have to be re-coverd with mesh or screen.

I'm not sure if Coturnix quail could fly up there to the landing spots.. they could i suppose... but it would cause trouble for feed and water below when they pooped from the higher spots..

you could solve that problem by putting the feed and water on the highest shelf.
ETA: some old chicken fighters used to have similar larger setups with feed and water up high to make the birds exercise their wings.

good point, some quail can be kinda thick.
