Quail are dying one by one each day

That feed that you photographed is a chick starter with 18% protein. Quail chicks need a game bird starter with much higher protein. I would fix the drafts and change to a higher protein food.
 
did you find out the problem--I just noticed you had medicated chick starter and mine were dying off until I changed the food to gamebird starter (non-medicated) Not sure if that is the issue but I thought it was mine
 
Are you giving them grit with that lettuce? If you feed them anything but commercial crumbles, they need grit to grind their food. They could be dying of impacted crops.

I don't think the sides of the brooder are a problem unless you have a draft. Holes don't create drafts. You only have a draft if you have a draft. I raise mine indoors for the first few weeks surrounded by wire, but out of any draft. No prob whatsoever.

Definitely up the protein if you're only feeding 18%.

Do you have a thermeter in the brooder? The brooder is no place for guess work if your new at this.

What about any kind of fumes? Gasoline or other chemicals. They used canaries in coal mines for a reason.

Hope the rest make it. It's a learning process. You get better with experience.
