Quail baby - broken or splayed? Need help quick!

I got 23 pharaoh today. 1 has his leg messed up. Do you think it's broken or splayed? When I put the little cuffs on, the top of his leg joint sticks out at a bad angle.
Should I cull, and if so, what's the best way? Pull its head off? Dying over here, any advice is appreciated. I don't want him to suffer if it's broken. Thanks. Cross posted on the quail forum.

I am only a chickens person but I would say the leg is broken. Did it survive? and as far as culling I would say look for some reasearch from some experts c:
