Quail bachelor flocks?

Hii ppls!
I hope y'all are well
I have pet Courtnix quails,
Recently I put a quail egg under my pet pigeon. I candled it a few days after and saw no development, I did it the week after and nothing. So I thought it was infertile.
Turned out it was fertile and hatched .
Got through the baby stages with this one and they're around 4 weeks old. They currently live with my pet pigeon and they still love each other. Is this okay?
I don't have enough females for 2 males. Could I make a bachelor flock for them?
All advice appreciated (no culling)

You can try housing the males alone, but make sure they can't see or hear the females. If they get along, great, if they don't, you will need to find homes for them with plenty of females.
Im really worried about if I am not able to rehome to a good home/I'm worried about culling
