I have a question can u give them powdered milk for new born babies for 4 week quails to give them more protein ?

I don't know about that. I'd grind up dried cat food before I tried that.

You never did answer the two questions, though. How many do you have, and what are you feeding them?

I bought them from the market dried food for the chicks they are mix of everything they need for small quails and they are eating them

It's mixed crumble , and they are white quails and some are black . I don't have a photo now I'll send you when it is available

No, you can't. Birds are lactose intolerant.

They do better on high protein feed, but if you can't get any you can supplement with plant protein and insects. I've done chopped peanuts and dried mealworms added to chick crumble before. (We have a supply problem getting game feed on a consistent basis here.)

Definitely not milk though. That's not in their natural diet.

They're almost certainly too crammed in there then with just 6 sq feet

That is definitely your problem. There are more than 10 times the number of birds you should have in that space.
