Quails don't have tails like chickens nor are they built like a pigeon.
I think you should call them and see what they suggest.

It would be a small, thank you. I emasured and my biggest was only 5 inches, neck to butt

Lovebirds have no tail and although I never owned quail I would compare them in size from the ones I have seen at the swaps. The chart I gave you was for chickens.
