My Corturnix quail are about 5 or 6 weeks old, now. They are nearly fully feathered (some are fully feathered). But out of all 20 I can not tell if they are getting ready to lay or not. I tried a few days ago to squeeze gently on the vent of the males (rust coloured breast) and no white foam came out.
I am feeding them 25% turkey grower right now, as well as free choice grit and oyster shell- which they are eating. They get table scraps like vegetables and fruits that are non toxic, too.
 
A good way to tell is when the roo start mounting the hens then you will get a egg with in the next week. Thats at least what i have noticed.
