Quail Eggs didn't hatch even with fully developed embryos

After successfully incubating chicken eggs with a 90% success rate using handmade incubator, I incubated 20 quail eggs. I used the same incubator and settings as for the chicken eggs, but only 6 of the 20 quail eggs hatched. When I checked the unhatched eggs, I found that 6 of them had fully developed embryos, but the chicks had not broken through the shell. What did I do wrong?

Humidity about 55-60 and later didn't raise more than 65, temp always 37 -38

Your humidity shouldn’t have been higher than 30 then up to around 50

The humidity is 50 or 40 by nature, how I lower it?
I did that cause I saw a lot of articles, videos advise to make it 60 and raise it to 70 in lockdown!!

Yes, I have water and humidifier

If your humidity is already high I would not add water or use a humidifier
