Quail emergency

I have a week old quail who is smaller than the rest of siblings this quail has very small eyes and isn’t eating is it a possibility that it could be ocular mareks? I’m not new to chickens but I am new to quail some of my flock is vaccinated against mareks but most of my flock is not, he is separate form the others just in case but he is also being picked on, what can I do to help him?
