Quail Ground pen housing

Hello all, i have had quail for about 6mon now and they are all kept in a ground pen with welders mesh walls. Now that we are finally getting rain here in california im worried about them. They have multiple different types of huts to access but they never seem to use them. They are always out in the rain at night. Is this normal? Every night I walk by their pen on my way to lock up my chickens at night and they are always just sitting in the rain next to the houses and not in them. What does everyone else do for housing here?

Mine are on the ground too. I have boxes for them to shelter in, but they don't use them either. I covered half of their pen with a Tyvec cover, and they do seem to hang out half of the time in the rain and half of the time in the covered half of their pen.

My aviary is hardware cloth, corrugated metal, and tarp. Snow was easier than rain. They are dumb tho. They hang out in the wettest corners and lay the eggs in the muddy leaves instead of in the dry center/4 shelters around the edge.
