Quail in a Tractor (part time or full time?)

Photo just as an explanation to the idea. I have a bunch of old "pieces" to a rabbit hutch, it's sturdy hardwood & hardware cloth secured into a "tube" (12-16" tall, 24" wide, and 5-6' long). It basically looks like this below but longer & hardware cloth all around. I have roofing I can add to it, and I have supplies I can add a coop/hide area to one end, the idea is I'd add a bigger door to the side since, well, it's a small rabbit door and I have short arms :p

I'd love if my birds could have some green time to eat & graze and enjoy their little bird lives, and while my current batch is pretty tame and handleable, I know once I am raising birds to cull I know they may not be as tame and therefore not easy to transfer into a tractor for daytime. If I can make a good, weather proof "coop" on one end, could they remain tractored? or since quail don't really go sleep/roost the whole thing would need to be wind & rain proof? (I know it's summer and probably safer than trying to do it through the winter/spring with the rain/cold but still) Thanks! I'd love to get them out enjoying the grass but safely, and if that means I just grow trays of grass for them then that's what I'll do :) (and maybe let my tame babies enjoy some summer time in a tractor)
 
As a general rule, quail don't like being moved. That being said, I keep mine on raised garden beds that get moved every 4-5 months. Since the quail don't move far and their pens move with them, they don't seem to mind.
