Wyoming Law, actually enforcement by the regulators, and real life are pretty disconnected in Wyoming. Helps the good old boys, and blocks those who actually expect any of this to make sense.
Example: Wyoming law states that Police must seize an poultry transported in a vehicle that does not have a poultry transport license. But there is no agency issuing regulations or said licences. Its one of those "we'll get you if we don't like you" laws. One that you can not possibly comply with. So clearly something else is at play here.
Example: Chapter 10 permit required for keeping game birds. They won't make make the permit application, regulations or housing guideline public. If you really push Cheyenne will send you the only thing they have: Wildlife Rehabilitation Housing guidelines, which in BOLD type state a maximum number, for pheasants, of FOUR. No one raising gamebirds can operate with only four birds. None of it makes any sense.
One good old boy told me that, years ago, Game and fish gave him a huge run around on his first permit. No matter what he did, they always wanted something more, something different. Always some new request. Finally he just went ahead and brought in his birds. When an inspector showed up, he handed him a $100 told him to get the **** off the property. If you were looking for some logical connection between Law, regulations and applications, you will be frustrated. Do what is reasonable, keep you head low, and just bribe them if they show up
