Quail incubating problem

Hello.
I put 6 quail eggs in my "mini 7 intelligent incubator."
After taking a lot of advice I think I have a great setup.
Knowing that the temperature varies with this incubator and only measures the bottom temperature, I decided to drill a hydrometer on the opposite side of the vent in the lid.
The temperature ideally should be 37.5 C for both with a humidity of 55-65.
My incubator is currently saying 37.6 C which I am happy with but my hydrometer is saying 32 C with swaying humidity levels of 65-90%.
I've tried raising the roof temperature of the incubator by putting aluminium foil around the lid and a hand towel draped over (Not on the vent)
Should I add or take away water? Raise temp levels? What should I do?
Can anyone help me?
 
I would take away water and lower temperature to 37.5.

Thanks for your advice.
I lowered the temperature to 37.5 C and as I checked water levels I realised the water had dried up since a few hours ago, I added 5mL instead. I'll wait for an hour and see if there is any luck with the new changes.

Hiya reporting back.
My hydrometer now reads 99% humidity and 39.2 C.
So I lowered my actual incubator to 36 C
What should I do?
