I’ve given my quail a daylight bulb to extend light another 8 hours, they have around 14 hours of light now. It comes on at 5 am, off at 9am when it’s full light outside, then on at 4pm and off at 8pm. Is this okay or does it need to on longer?

Their shed looks boring but I’m ordering some hides and fake plants, is there anything else I could add?

You are proving 15 hours of light in total. That should be fine. I believe that 14 hours is the recommended minimum for egg production.
There is another school of thought that says to avoid artificial light during the shorter days (winter months) as it forces the birds to keep laying and they deserve a break, perhaps are biologically in need of once even. That said, my quail received artificial light much of this winter because I am looking for eggs and meat.

As for what else you could put in there, I would say give them some dirt to dustbathe in. Hiding places like little caves they sell away pet stores for rabbits (or just a shoe box with a hole in one side) are nice too.
