Quail mating

I have this one female quail that refuses to mate with the other male quails. Whenever one tries to mate with her by grabbing onto the neck feathers she immediately runs off. She does this for all the quail. Should I try to stop them from trying to mount her? Or should I just leave them be and let them try to mate with her? This happens quite often and leads to the male quail chasing her around trying to mate with her. I don’t want the male quail to force her or pick on her. What do I do?

I have 3 males and 12 females.

Are each of the male + their hen group in a separate cage? Also, how old are are they? Younger hens are usually jumpy when the roos try to mate, they typically calm down and squat a bit if they like the roo when they are older.
