When one of my quails walks she limps and doesn't put the one foot down to stand or walk on it and when she tries she walks with the top of the foot facing down/folded, I don't know what's happened. It doesn't look like it's broken or bumble foot, however she is 2 years old so if it's an age thing, I'd still like to know what it is.

Pictures of the foot and her home would help.
She lives indoor and I let her on the floor for a bit while I took a picture but she doesn't keep still despite having an issue with her foot. I've also noticed a big bump on her chest, which doesn't seem the same as when they eat. (It still could just be food)

The way she's holding it looks like it's probably an injury, but her age and diet may also make a difference. Two years old is getting old, but it's not outrageously old. What are you feeding her?

She has the same as my other quails who are fine and don't have any issue but I feed them layers pellets and every so often veg

Layer pellets as in chicken layer pellets? Quail and chickens have different dietary requirements, and while quail may not immediately die from being fed chicken feed, they aren't going to thrive on it either. Some individuals are going to be more sensitive to improper diet than others.

It is quail layer pellets, didn't think to specify that

While I think this is probably injury, it wouldn't hurt to check her feed. Do you have the nutrition label?

If this is an injury, she should be improving by now. How is she doing?
She's now not using the foot at all, she's hopping around and dragging the leg, she also doesn't seem to feel the foot when I try and see if she would push her foot against my finger, which she doesn't on that one foot

That implies something more than injury. Can you take a picture of the bottom of her foot?

The nutrition information from her feed may also help.
