Quail questions/concerns.

My male quail, he is trying to mate with my female quail, but he is only about 3-4 weeks old.
He gets ontop of her, and it looks like a quail does when mating.
Do they just do this whenever? Because i'm only concerned because he isn't sexually matured yet.
