Almost right, coturnix don't need a lot of height, about 12" is all they need. The higher the cage ceiling, the more likely they are to injure themselves. They gain momentum the higher they fly, when they first 'pop-up' they are basically just jumping.
 
I have a 4x8x4high and I had to add a second one conected to it as a grow out pen and it's 3x8x3.5high.
But I also keep mine on the ground. They are high so we can walk in and colect eggs change water/feed ect.
I made a oversized bird house 1.5x1.5x1.5 as a nest box. They use it sometimes sometimes they don't. I find they lay where ever they feel like. Most times in the same spot as the first bird to lay.
 
^^ yes, it's different every day! I have an old rabbit nest box that they lay in every time, but before I had that they just laid wherever the first hen had laid the first egg of the day. There were little piles of eggs in different places nearly every day!
