Do you have your males with females? I found that when my males are separated, but can still see females they crow all day long. Either give the males some females or make it so they can't see any females.

x2, if they can see females or are housed with them, they'll never shut up.

They are housed together. We started refilling their sand so that occupies him. Anyone know of other quail "toys" or things so they don't get bored>

Have you tried hanging a large washer on a string so he can peck at it? Or something that moves when he pecks at it.
