Quail stressed out?

He had them in a small pen on the ground, mine are about 3feet above ground. I would say the temp was about the same his where located outside as well. it's been cool here in Tampa all week, low 70's so I don't think it's heat.

Sounds like heat to me. And maybe the move to a big cage if they came from a small breeder cage they'll be very unfit and overweight and having room to run will puff them out. Even a few steps at a time.
I wouldn't worry I'd expect them to settle in a week or two

I had my birds on the ground then moved them to an above ground about 3 feet. They didn't move for a day then it was baby steps for a week, and now they are sprinting around and trying to fly.
