Quail with ruffled feathers

My birds are 10 weeks old and only two are curly. No one is sick.

What is your breed? Are they curly or puffed (fluffed) out?

Coturnix...they have some of their feathers permanently sticking out away from their other feathers. Otherwise they are typical healthy birds.

One of my girls developed curlyish feathers but after her fall moult it's back to normal
