I think @007Sean nailed it. Their toes are probably bent and curled. Improper incubation temps and humidity levels cause lots of deformaties and screwed up feet.

Some people make tiny shoes to straight toes but you won't be able to do this with so many.

I suggest lots of B vitamins, E vitamins and Seleium. These 3 things may help straighten the toes and feet in their own.

Get a good poultry vitamin supplement into them, something like nutri drench, poultry booster to name a couple.
Try to avoid supplements with electrolytes, chicks don't need these.
 
Chopped up hard boiled eggs are loaded with Bs Es and Selenium. Feed these couple times a day. Clean up what they don't eat after 10 mins as they will spoil under the heat.

Some of them may heal, others may not .
 
No curled toes or anything. There all run and get around fine and then right when they can fly this happens. Do u think this would happen if they hit the ceiling?

No it they hit the ceiling it might cause spinal, neck or brain trauma. Quail that boink their heads will walk backwards, lose complete balance, they get pretty incapacitated.

Are they just practicing flying and appear to be disabled? Do they fall over? Can they walk at all? The only thing I can think of is they have weak legs and feet caused either by a need for certain vitamins lacking in their diet or some genetic trait that leaves their legs and feet weak. If they have the power to flap and fly, they aren't sick or have broken bones. A bird that is sick or in pain is just going to sit or lay there. Weakness is all can think of. I will stew on this more.
 
@TwoCrows, I once had a brand of feed that when it got wet it went rancid very quickly. Because it was high in some type of fat, a few that ate it started behaving a like this, though mine were much worse.

They were treated with vitamin e and recovered 100% in 2 days.

Anyway, I guess what I'm trying to say is I like your suggestion of giving them vitamins. :D
