Are they molting by chance? That will certainly throw off egg laying. Making new feathers takes a lot of energy.

Good to know this, I’m in Bay Area too, only one quail not molting and keep laying. The strange thing is, the young ones just changed adult feathers, but when I moved them outside they started molting again
