is it normal that my quail lay eggs around 8-9 pm???

They don't have digital watches so they lay them whenever they process them. There is nothing that says they have to or should lay eggs at certain times of the day.

Mine lay at all times of the day and night! Normal!

Mine seem to lay between 2pm and 7pm

From what I've read on websites and quail studies they lay an egg every 25 hours. So your egg layers will slowly change over time.
