Question about building duck pen and including part of pond

I have this type of setup and agree with the comments, after two years the wire is pretty rusty. But it has worked well, no one has gotten caught in the 2" x 4" wire. It's just a shallow corner of a small pool on the edge of a swamp, not very deep. The ducks have loved it!
Because of the rust however, I'm thinking of changing the setup. I'm worried that if the wire starts to come apart the risk of them getting caught or injured is too much.
