Question about chick size

At the feed store yesterday I was talking to a lady who used to raise quail and she said that she would sex them at about 2 weeks on size since females are bigger them males at that point. Is that true or just coincidence.

This is a very general statement. Hens tend to be larger after hatch and can also grow in wing and tail feathers faster than males. But it does not always work this way. They can also grow at different rates as stated by bingrancher.
 
In two weeks (which is about how old my quails are now) they start showing the rust color features on the chest for males already. I think at this point, its very safe to bet the rust coloring are males.
