Question about fertile/ infertile eggs..

Trimming feathers around the vent is a good place to start.
I always handle hens at night too. Much easier then
He does that. I have seen him doing that. Yes there are lots of feathers around my hens butt.

I am from Pakistan. I add fresh veggies daily into their diet. They are on pallets. Along with corn meal. I feed them seed mix too.

One thing that I have noticed that while doing that dee d my rooster slips a lot towards her head. Lol

Other hen is broody so she is not laying any eggs at the moment.

What should I do should I replace my rooster or hen totally confused .

At 1+ year of age, your birds should be at the peak of their fertility.

Nutrition could be a big part of the problem. And depending on how much you are replacing the nutrition in the pellets with the other things you are feeding.
Can you find out what the protein percentage and calcium percentage of your pellets are?
If they are layer pellets, they are probably in the neighborhood of 16% protein and 4% calcium.
If so, those are good levels of those two nutrients for eating eggs for hens actively laying. But overall nutrition may not be potent enough for good hatchability.
However, you are adding corn meal (low in protein), seeds (low in protein) and vegetables (almost no protein).
Chickens are omnivores so they need higher levels of certain amino acids than are provided by vegetative sources, including seeds and grains.

This may not be a big problem but roosters fed a diet of 4% calcium can have sperm motility problems. However, by adding a lot of corn, seeds and vegetables, that can lower the calcium content to a considerable degree.

I would start by cutting out everything but the pellets and perhaps add a little animal protein in the form of meat or fish.
I usually add supplemental nutrition a couple weeks before starting to collect eggs for incubation to improve hatchability.
 
Most of the eggs that I candled mostly look like the one on left side . one can see through an egg yolk quite easily with no blood vessels around.
